What is the Palace of the Rais?

The Palace of the Rais is a cultural and historical complex comprising multiple palaces—Palais 18, Palais 23, and Palais 17—along with fishermen’s houses, the Qaa Essour Mosque, and outdoor spaces like covered passages, a battery, and a round path. This architectural masterpiece was constructed in 1750 and later expanded in the early 1800s.

Who built it?
The palace was originally owned by Qara Mustafa in 1797 before becoming the residence of Dey Mustafa in 1798. Over the years, it served various purposes, from housing the U.S. Consul to being a boarding school for girls during French colonization.
How was it preserved?
After Algeria’s independence, the palace was occupied by local families, leading to its deterioration. Restoration began in 1987, supervised by UNESCO and carried out by the Italian company SCI-MBM, with the help of Algerian experts. In 1994, it was inaugurated as the Centre des Arts et de la Culture.
